This is the kit's cover for the engine compartment. There are two such covers in the kit box, of different versions. But they both have an identical defect. There is a place, circled here, where one of the sunken bolts is missing.
For reference, here are the decks of three museum Tigers, dating from after, during and before the "Early" period. All three of them have a bolt in that position.
